Corporate governance The Uhrig Review into the governance of statutory agencies such as ONA suggested that ministers use Statements of Expectations "to provide greater clarity about government policies and objectives, including the policies and priorities an agency is expected to observe in conducting its operations"; and that that the CEOs of statutory agencies use 'Statements of Intent' to respond to their Ministers, and outline "how the authority intends to undertake its operations, and how its approach to operations will be consistent with the Statement of Expectations. The Government’s expectations of ONA are clearly set out by the Prime Minister in the 'Statement of Expectations' dated 23 June 2006. The Statement of Intent dated 28 July 2006 issued by the Director-General, ONA outlines how ONA will meet the expectations of the Prime Minister as set out in the Statement of Expectations.

ONA Report on Legal Services Expenditure Paragraph 11.1(ba) of the Legal Services Directions 2005, issued by the Attorney-General under the Judiciary Act 1903, requires Chief Executives of agencies subject to the Financial Management and Accountability Act 1997 to ensure that their agencies’ legal services purchasing, including expenditure, is appropriately recorded and monitored and that, by 30 October each year, the agency makes publicly available records of the legal services expenditure for the previous financial year. This obligation has been included in the Directions to enhance the transparency of legal services expenditure recording and reporting in line with the findings of the Australian National Audit Office in its report on Legal Services Arrangements in the Australian Public Service (Report No. 52 of 2004-05).
